Combine 1/2 envelope soup mix, ground beef, bread crumbs, milk and eggs in large bowl. Mix well.

Shape into balls. Put into 9x9x2" baking dish. Blend remaining soup mix with water. Add allspice and pour over meatballs. Allow meatballs to marinate, covered with foil, in refrigerator for a minimum of 4 hours (overnight is OK).

Bake 1 1/4 hours at 400° with foil on. Then take foil off and bake an additional 10 minutes. Remove dish from oven and simmer dish on stove while adding sour cream and flour which has been mixed. Allow to heat thoroughly and serve. Super over brown rice.
