Mix flour, 1/2 c sugar, cocoa, soda and salt into small bowl of mixer. Add egg yolks, oil, water and vanilla. Beat at low speed till well blended. Beat at medium speed about 2 minutes more. Wash beaters thoroughly. Beat egg whites till foamy. Add cream of tartar and beat till soft peaks form. Add remaining 1 C sugar gradually, beating well as you add. Fold in egg yolk mixture. Pour batter into ungreased 10" tube-pan. Bake 55 minutes at 325°. Then increase to 350° and bake 10 minutes more. Invert pan and cool.
